  1. Basically, the phenomenon is that Cambridge is famous for having extremely argumentative politicians who seem unable to get anything done in a sensible timescale.  It was the same in the Middle Ages, so it is not a new phenomenon.

I personally believe that this phenomenon is based on a mindset that is passed down from one generation to another.  It may have been a mindset based on mistrust between communities and villages.  If you grew up in an area where you were indoctrinated with mistrust and bitterness towards the surrounding villages and towns, and that is the example that you saw, then it will effect how you debate and discuss political, economic, and civil matters with politicians from the other villages that you have grown to mistrust.  What you believe strongly effects what you do.  This is why in the 1950's a group of people came up with a drastic idea that completely changed the economic and civil make-up of Cambridge and the surrounding communities.  I don't know if it worked.  If it did not, then obviously, the deep roots of bitterness, mistrust, selfishness, and pessimism are indeed extremely difficult to change.

I do not believe that this problem is prevalent in Washington D.C.  A lot more gets accomplished in our nation's Capital than you realize.  Most of the successes are never reported about in the Mainstream media.  That is because they are not controversial enough and would not produce many ratings.  This is also another reason why you should never rely solely on the Mainstream media to get a well-balanced view of what is actually going on in our nation and in our government.
