INNO3D 8800GT OC OVERCLOCKED EDITION (FAULTY)

I have seen the above detailed graphic card for sale quite cheap, the seller says the card boots up and displays image, but the image has white lines across the screen. Is this a problem with the card or is it something else??? & is this repairable???
