let say someone about 14 turning 15 in october is fairly smart and when they study for school they get 90 and above when they dont study they get about 66-78.5. Can anyone tell me the IQ of this person i really need help

No, probably no one could tell you the IQ of the person.

Based on grades, the IQ of a person cannot be determined.

The Intelligence Quotient is based on your ability to figure things out and has nothing to do with grades. People with very high IQs can get very poor grades, but people with lower IQs who work very hard can get high marks...largely because they learn facts, which also really doesn't have much to do with IQ.

A general IQ test, such as the one at Tickle.com, can maybe give an idea. The problem is...the questions are always the same...so if you take it multiple times, your IQ will suddenly be "higher". It isn't.

If you are really, really concerned, talk to the doctor of the person in question. Ask if they can request a formal IQ test. It will give a far more accurate answer.
