IRANIANS - How come there are no major cities on the Caspian Sea?

Iranians, how come there are no major cities on the north coast by the Caspian Sea? Sea breeze, lush vegitation, mild weather, seaport, this seems like a natural place to want to live (coming from a Californian, at least).
