Thats a strange question  - maybe an American analogy would be;  Which is better - Florida or California?

Italy was the birthplace of the Roman Empire and the Renaissance, which makes it pretty important from an Historic point of view.  For culture Italy has Rome, Venice, Florence, as well as the wonderfully preserved Pompei.  

France has a wonderful cultural diversity that amounts to the best of several cultures blended together over 2,000 years.  For French culture I'd recommend Paris, the Loire Valley, Chartres and Bordeaux.

As these two countries share a border, visiting both would be the best solution, then you'll know which is best for you.

I think this depends on your interests and what you like to do when you travel. Each country mentioned is very unique and different from the other! If I had to choose one, I would personally choose Italy. I think Italy is very diverse with its many different regions. You have the Lake District, the Riviera, The Dolomites, Veneto, Amalfi Coast, Sicily .... Rome, Florence, Venice, Milan. Art, food, colorful people, shopping, beautiful landscapes, wine, architecture, great food - and a great soccer team! It is a small country with lots to offer. HOWEVER, in no way do I discount England or France. I would love to further explore England. It, too, is also varied. You have London, Cottswolds, Cumbria, Dover. Great University towns, pub grub, good beer, friendly people who speak ENGLISH.

France has a good soccer team, wine and champagne, Castles and Chateux, French Riviera, Dordogne region, Normandy, Chamonix, Alsace, croissants and baquettes, beautiful people ...
