HIS MOTHER DOESN'T SEEM TO THINK THAT THREATENING HIM THAT IF HE MAKES A LITTLE MISTAKE HE WILL BE SENT TO PORTSMOUTH TO A JAIL FOR KIDS THAT THIS IS ALSO ABUSE AND SHE ALLOWS A MAN WHO IS DATING HIS SISTER TO ABUSE HIM PHYSICALLY!!

Well if he is really being abused, you should go to child services.  They will know what to do and will help you better.  They'll talk to your cousin, make sure the abuse ends, and then see if he wants to leave, since he will be old enough to make up his mind.  As long as they find you are suitable to raise a teenager, they would allow him to stay with you.   If he has shown signs that he wants to leave, or if you think he is too scarred to say anything because of his mom and that guy, I think you should definitely step in and help him out by reporting it.
