1) skimboarding is ridiculously fun. i enjoy every minute of it.

2) zap, victoria, exile, slotstik, syndrome, grape

3) definitely foam over wood. fiberglass (e-glass, s-glass) are great and carbon fiber and epoxy resin are even better.

Skimboarding is crazy fun.

Best/most respected brands in skimboards are Victoria(they started it all), Exile, and Zap. Grape isnt that bad, a dude from Victoria quit and started to make Grapes.

If you are just starting off, dont bother geting carbon or any type of glass. A Zap wedge or fishtail, Victoria Ultra Vac is what i would suggest. But it also depends what you want to do. Would you sand skim or go out for the waves? If your going to just sand skim, get a wood board, but if you want to venture out into the waves, get a fiberglass/foam board. www.skimonlin.com has some short videos and www.skimcity.com has a whole junkload of boards to look at with a decent price.
