There's a few in CA!  LOL the YMCA camp surf sleep under the stars is a GREAT FANTASTIC BEAUTIFUL 1

I know of several good  surf 'day camps' and day camp programs. I have never heard of a sleep away surf camp in NY or NJ, but doesn't mean there aren't any. I would suggest you check on line.

Real estate along the coast of NY & NJ is extremely expensive. It's also pretty densely populated anymore. Beach front properties rent well in excess of $2,500. a week, so I don't know where you would be able to have a 'sleep over' type camp property anywhere that I have been along the coast.
