Ok.. So I am watching this movie called urban legend... when you are driving, nd u see a car w/o no headlights, so u flick your headlights at them.. Den da car u flick your headlights will chase ゾ∪ nd keep flickering their headlights until they go blind and crash and possibly die. The police won't never know what happened, cuz da other person got away... so is this really true

From what I have heard, it is an urban legend. They did a thing on TV about this and asked real gangs about it and they said that it was not true.

Its an urban legend. The story behind it is usually as a gang initiation. You drive your car until without you lights on and the first person that flashes their lights at them they ram off the side of the road and kill them. I never heard of it actually happening, but I'm not ever going to do it and find out.
