It is if you call someone with a skype account. If you call a phone number its more expensive then a cellphone.

Making a call from Skype to someone else with Skype is free.

Making a call from a phone to someone with Skype (called SkypeIn) or making a call from Skype to a phone (called SkypeOut) is not free.

SkypeOut is still a lot cheaper than a normal phone call if you're calling internationally. Not sure about domestic rates.

Skype to skype calls (i.e., computer to computer calls) are always free.  If you call a landline or cellphone then it is not free.
