You should approach Medical Council of India, an autonomous body established by Govt. of India, Ministry of Health and Family Welfare. This is the right body in India which is empowered by law to grant permission for medical practice in India.  Its website is : www.mcindia.org. You will be in its contact online too.

These days Docs are a dime a doz in India.

And many Hospitals and clinics.

You have to be really good and have a field in which you excel, to do it.
