Many years ago there were roadworks on the M6 motorway with a mandatory speed limit of 50 mph and camera warning signs. They was also had a board telling how many drivers had been fined for exceeding the limit and over a 6 month period, over 90,000 drivers had been caught on camera.

Here's the typical situation.  You are on a highway whose posted speed limit is maybe 60 mph.  That means you are supposed to remain at or below 60 mph, with good judgement for driving conditions maybe going slower.

Rush hour makes not difference.  Congestion of traffic makes the difference.  Wet roads due to rain make a difference.  Other things make a difference, in how close to the speed limit it is safe to go.

We come to a section of highway where there is construction going on, with various warning signs markeing the beginning and end of consturction area, and through that construction area there is a lower speed limit, say 35 mph.

That means that the top speed limit is no longer 60, it is now 35, until we get to the end of the construction area which will be marked.  At which point we return to the normal posted speed limit signs, which may be 60, but may be something else ... we have to pay attention.

It does not matter if it is rush hour, day time, nite time, any other conditions ... the posted speed limit through the construction zone is 35 mph.  If you do not obey that, the fines in some US states will be 10 times what they are in other places, because of all the construction workers who have got killed by speeders.

The only exception to this 35 limit is when there is another sign saying that the limit is only to be obeyed where certain type of lights flashing.  If there is no such signage, then it not matter if they have that flashing or not, you obey the posted speed limit for the construction area.  The reason for the exception is that some road crews are not working 24 hours a day 7 days a week ... sometimes they quit for busy traffic times.

Any speed limit is just that.  A limit not to be exceeded unless you want to get penalised.

However, sometimes you find "advisory" speed signs that are not legal limits.  In the UK a speed limit sign is defined by the red circle around it.
