Iam positive that he still living in bacolod ****** occidental his mothers name is nenita celis pet and his father used to be a doctor in their town but i believed he past away years ago they are only two sons in the family

*****I would start with a governmental agency if you are looking for the date his father passed away.  If there are city directories in that area, go to your library and look there to see if he has an address listed or even a telephone number.  

Perhaps somebody in the Philippines could better answer this for you.  Why don't you use a title that says something like "Anybody in Bacolod who can answer a question?" or something like that.
