Ice rinks are expensive to own and operate.  They need to be located in an area where there are enough people to support them.  They should offer public skating, group lessons, private lessons, freestyle sessions, and hockey and keep things balanced so that one group isn't favored over another.  As an ice skater, I really hate rinks that cater mostly to hockey and provide chopped up ice for the rest of us.
