Icing in Freezer Compartment

Question

Hotpoint refrigerator with freezer on top. No ice maker. Ice builds up on the bottom of the freezer and has to be chipped away weekly. Water also drains in the refrigerator under the fruit/vegetable bins and drips out when you open the refrigerator door. I've adjusted the temperature several times but it doesn't solve the problem.
