Ideas for sweet sixteen in November?

I want my sweet sixteen to be memorable.

The budget is around $500.

It will be my friends & family so roughly 80 people.

It is in November so it will be too cold to do anything outside.

A winter theme would be cool, like have everyone dress in white and do white decorations. I think I might have stolen this idea from an episode of My Super Sweet 16. Or do an iceskating party, those are always fun.
