Ideas on how to solve traffic on a tiny island like Oahu (in Hawaii)?

What do you think would be the best ways to solve traffic here in Oahu? (I'm doing a project where I have to come up with a system and make a PSA for it)

I can't build more highways because there isn't enough room. And I don't think toll lanes would work here.

I say have more care pool lanes during rush hour traffic in the mornings and afternoons. Only one lane for single drivers, the rest for 3 or more, 2 or more. Of course it would need to be enforced a lot better than now, the car pool lane is always full of single drivers.
