Ideas to give back to the community?

Ok I am a graduate student in texas and I am trying to initiate libraries in the community where i was raised in in Africa, Any ideas on how I ask for book donations and send them at the most minimal cost?

There's a group called Kinderharvest (a program, really) that is all about collecting magazines (books as well, but the focus is on consumer magazines) and donating them. There's some good tips there.
