  1. It's like how a toilet fills after flushing: the water keeps coming in and as it does, the ball float rises on top. It's connected to the shut-off valve. So at the right height, it shuts itself off.


  2. MJM said it will.  Its all about homeostasis.  Perhaps steady state is actually more accurate, but that's relative.   It is basically a "checks and balances" system that regulates various mechanisms in the body
