Racial discrimination is based in the ideology that justifies to have the power and control in the superiority of the race.

White Americans feel that they are superior to African Americans and to Latino Americans. Like they are superior, they do not experience guilt when they discriminate to someone who belongs to those groups.

Having that kind of ideology  people manage their insecurity and inferiority feelings.
