no, wwe wasn't using him right and recall the only WM event I remember seeing him main eventing  in was at WM19 against triple h for the WHC and triple h retained.

Knowing how WWE was treating Booker T, regardless of his World Title win on SmackDown, there was little to no chance he would headline a major WrestleMania match.
