They have been keeping it secret for some time now.  But next week they will unveil the new, rebuilt Cheney.  They may only use his ORATION powers to talk into people(thereby controlling their minds).  But know this, even if they do hire a few guards, They could use his powers to control all happenings at the convention next week.
