why is he on the cover of Madden 08?

first of all its madden 09, and yes, as of right now favre is retired but he may come back.  He is on the cover of madden 09 because EA sports thought it woulds be a good way to respect all hes done in the NFL.

yes as of 2:50 EST on 7-24!!! He wants to come out, but is in stalemate with packers as they dont want him. If he petitions the leauge to come back the packers have to let him. He hasnt done that yet because they could trade him to any team they want. He is on the cover because he just retired when they designed it. "tribute"???
