If Freddie Mac and Fannie Mae are government chartered, why do they need to lobby?

See the above link for the info. I don't get it. If they are government chartered, why do they need to lobby? Are they "for-profit", and if so, why would the government charter them?

  1. They are government chartered but not government owned. They are privately owned entities, and gain profits along with stock. They are under the gun to make a profit just as any company.
