answer: He wasn't happy with non-Germanic auxiliary units but felt anyone who was an enemy of the Jews could survive - for the time being.  Muslims were entrenched in the Balkans and throughout the Middle East - Hitler wanted the oil from the desert and the Balkans were very difficult to control so he let the Muslims loose on the communists, Jews, partisans and anyone else that didn't cooperate.

Himmler insisted that non-Germanic auxiliary units not be allowed to wear the SS runes.  German officers attached to Muslim units wore Fez hats with swastikas on them.  Odd, really.

Although in theory they are both semitic peoples it is not so easy. Hitler was insistent in referring to "Jews" as a racial group. Over the last 3,000  they have had converts and have intermarried with other groups. Because of this applying the term race to Jews does not work very well. Hitler's beliefs were not very deep. They were quickly modified when ever they created an obstacle to his goals. His relationship with Muslims is a great example of this.

The SS was limited to only the finest examples of "Aryan" men until the final months of the war.

Hitler was a "Christian" at one time. In his years as the Furher he was trying to re establish the paganism of the Germans before the introduction of Christianity.

It is not a farsighted foreign policy.

It's bitten us (the US) is the rear many times, the most recent being supporting Mujahideen in Afghanistan against the Soviets and supporting Saddam Hussein against Iran.
