I don't think putting the drinking age at 21 rather than 18 is a good idea. While I wouldn't risk a fine by buying a young stranger alcohol, I certainly would serve wine to a young adult I knew, in my own home under the appropriate conditions.

As a practical matter, I don't think that most people between about 16 and 21 have much trouble laying their hands on alcohol (or cigarettes) in most of the US.
