Do you mean the registration renewal??  If the vehicle's financed you shouldn't get the title until it's paid off.  Registration, yes, it is you responsibility to pay renewal fees.

you have to pay tax and title yes thats what that is tax and title not just title the taxes are taxed on the amount you payed for the car
