Check with your ISP. they should be able to provide you with a local number

There won't be a 1800 number in Ireland to use YAHOO as your ISP.  There are, however, various Lo-call and a few free ISP's you can use here to connect to the internet, and from there to uk.yahoo.

Call into your local library.  Computer use for an hour (including internet) is free, and you don't need a phone number at all.  You may have to sign up as a member.  Here in Mayo, that costs 3 euro for the year.   I don't know what the policy is about visitors using library computers in Roscommon. In Mayo  they are reserved for members' use, but I have been allowed sign in as a visitor in other parts of Ireland, without having to become a member.
