  1. No; it will not cost anything extra to text between states.  AT&T's plan is for domestic texting, which (usually) means the 48 contiguous states; it may not include Alaska and Hawaii, but I'm sure you could call them and ask about that.

    You can call 611 on your cell, or 1-800-331-0500 from any phone.  I don't know their hours of operation.
