Not sure about military base, but each city has different tax rates for dogs when living in that city. The dog has to be on a leash at all times when outdoors. You have to be a pooper scooper or face very stiff fines. You have to have the dog restrained in a carry-all transport box or within a cargo net area in the back of an auto.

You don't have to pay tax as part of the NATO Forces (or TV tax or radio tax).

If you are retired from the Army/Forces and living in Germany as a civilian you will have to pay tax.
