If I burn videos on MPEG format, can I later convert them?

I just burned some videos that only play on the computer so I think they are mpeg format, can I later convert them to play on DVD at the same quality as if I had burned them to play on DVD in the first place with their original files?

  1. mpeg is not a quality specification but a methodology. mpeg1 generally is for quarter size video, 240x320 pixels. mpeg2 is used for everything from digital TV broadcasting, DVD movies, and High Definition video. there are some quality level specifiers for mpeg2 but you never hear those terms outside of a television broadcast engineering shop.  

    it is something like MP3 (mpeg3) for audio. an mp3 file can be compressed to the point of sounding crappy, or it can be transparent to the original sound.  Once highly compressed, it can not be fixed to sound better again and that is the issue you face with burning DVDs of video intended to play only on the computer.
