  1. It depends what country you are from. If you are from a EU country, you can switch your medical benefits from your home country to Malta. But do check with the Maltese consulate in your country. However, you will have no property taxes to pay on a yearly basis like most countries have.  The don't exist here, yet! Garbage is picked up  6 days a week for free. Most houses don't have heating systems because there is little need for heat except during maybe Jan. and Feb. which most people use rolling gas cylinders or they use electric heaters. To gain any welfare benefits you should check with the nearest Maltese consulate.


  2. Not knowing Malta, but knowing residency laws of other EU states (where the same general rules are applied) then the answer is no.  

    To obtain permanent residency you need to be living in that country for 5+ years, and to stay in Malta more than 3 months then you need to either be a EU passport holder or hold an applicable (non-tourist based) visa

    If you are an EU passport holder then you either live in your EU country or you can move to Malta.  It is where you are actually resident that applies and not where your house is located.  If resident then as an EU passport holder you are entitled to the same benefits (after fulfilling the local residents regulations regarding e.g. income etc) as a Maltese national

    If you are non-EU then you will have to apply for the visa and actually it is likely that you will not be able to purchase a property in the first place without being a Maltese resident

    Either way, it is best if you check for the exact details with the local Maltese embassy in your country to ensure you have the accurate information before spending time on trying to find a house
