I think I understand what you are asking, and the answer is yes.

The ATSC tuner will allow you to view Over The Air (OTA) digital broadcasts via an antenna.

The NTSC (old style analog) tuner will allow you to watch the existing OTA analog broadcasts via an antenna that will go away next February and also basic analog cable.

If your set has a QAM tuner, it can also work with digital cable.
