If I buy gasoline and do not use it for driving on the highway do I still have to pay the hiway taxes?

The gasoline taxes that farmers and people in the Lawn business pay should be eliminated if the gas is not used on the highways.

That's how it is in rural Alabama:   Two prices, one for road use and one for farm use.  You'll sometimes see farmers drive their tractor up to the pump.

The problem is LP gas.  Supposedly, that is required to have tax paid on it but sometimes they don't charge it.

You don't pay a highway tax when you buy gas , you pay a gas tax , whatever you use it for .

No. Diesel has a split price, but gasoline does not. As is explained here, how these fuels are taxed is completely different. Gasoline is covered by a blanket fuel tax, while diesel is niche taxed, that is, taxed based on the ultimate use of the product-power generation (ULSD), marine (HSMDO/LMGO), cutting stock (MGO), etc. all have different tax rates.

no that is why car gas is dyed a different color then boat gas you can keep track and deduct it from your taxes

Diesel fuel has (off road use )  I have never seen gasoline for (off road use). Maybe if you buy in bulk with your own tank it's possible. I have worked on farms long time ago, all we had was off road diesel.  Good question ?

Of course you must pay tax. Who is supposed to pay the government and oil companies??Why does the price of gas go up?? May be you ride a bike?

Contact your accountant. There is a form you fill out when you do your taxes that allows a refund for non- road use fuel. They charge me as a dealer the road use tax, so I have to pass it on, but if you doccument your purchases and keep your reciepts you DO NOT HAVE TO PAY IT. You do have to do the forms for the credit though.
