If I buy the at&t tilt, since it is WiFi capable, can I use internet explorer on it for free?

Yes you can . Make sure when you set it up it is actually using the wifi and it doesn,t say connecting  to 3g/gprs or else it is using the AT@T internet access .

.Phone calls still use the cell network and internet access is through the wifi connection .

It will not affect your minutes or data plan .

If the tilt has IE on it and you are in a free hotspot type wifi zone, then you can use it for free sort of.  You don't pay for the wireless service providing the wifi.  But you still pay Data minutes, sort of like talk minutes to AT&T.  However plans come with certain amounts of minutes that you pay for monthly wether you use them or not.  Theoretically, it is free, or included in your monthly bill until you surpass your alloted amount of minutes.  Then it gets a little pricey.
