Assuming your camcorder has AV sockets you can use a Dazzle.  You'll get much better results if you use firewire though, and it'll be much cheaper!

Buy a cheap Firewire card for your PC and also a firewire cable to transfer your video from the tape in the camcorder. Much cheaper - and much more reliable than the Dazzle, which can be temperamental to say the least.
