If I don't have phone service, should I still have a dial tone?

I signed up for service through Embarq, and it is supposed to be connected sometime today. I bought a cordless phone yesterday and plugged it in and connected it, but I have no dial tone. Is this normal?

Because you will get dial tone only after the lines are made through to exchange

Yes, that is normal.  The dial tone comes from the phone company.  They haven't hooked up your phone line yet.
