You don't need a Visa to enter the country that you are resident of, however, in most European countries if you leave the country more than 6 months and want to reenter your resident permit is void and you have to apply for a Visa again

The residence permit serves the purpose of a visa,at least as far as the US is concerned.I am sure the countries that issue such permits

also follow the same procedure.But in any case the terms of residency need to be

scrupulously observed.Any violation will result in cancellation of the permit and render it void.

Holding a residence permit means that you are legally allowed to enter the country and reside in it but must abide by the conditions on your visa. Some countries residence permits only allow single-entry and once in the country they must apply for a returning residence visa, which means that their residence visa will remain valid even if you leave the country. However, if you don't get this visa and you leave the country, you will not be allowed to enter based on your residence permit, as it became void once you left. Many countries don't impose this rule (such as the US, and Australia for the first 5 years) and will remain valid if you leave the country for a reasonable amount of time.

If you have not entered the country which you have the permit for, you do not need a visa under any circumstance. The permit ensures you entry and residence in that country, with no need for an extra visa.

I guess it depends on the country, but as a rule I would say no. There may be restrictions on how long you can be absent from your country of residence, but in the two countries which I am familiar with in this respect, the US and Russia, no visa is needed to leave or enter either country.
