If I had a motor scooter that had a 49cc engine how fast would it go? Would it be able to get up hills?

Depending on your weight and if your going up hill about 35 miles a hour.If your going up hill then it will get you there just going to take time.If your going off roading then you should think about a mini bike.I hope this helps.

In the UK, these are supposed to be limited to 30 Mph or 56 km/h.

The one I had would make 40mph, hills were no problem except when I have lots of luggage and stopped half way up (I found this was due to a worn clutch).

They are usually limited by law to 20 MPH or 30 MPH (depending on your local law).

They can easily climb regular hills.  Just expect it to climb really steep hills that even cars struggle with.
