  1. No, but more than likely one of two things has happened. One is your driving privileges in WI have been suspended for two years for "FPF" Failure to pay Forfeiture. Or a warrant has been issued. So, should you ever be driving in WI and get pulled over you will be issued a ticket for driving after suspension and required to pay for the citation to be released or arrested and required to pay the fine for the original unpaid ticket.

    But they are not "forgiven" after 7 years and you cannot be extradited over state lines for a forfeiture. Extradition is only done in Felony warrants.

    Either way, pay the fine on the outstanding citation!


  2. Typically they will just run that states ID and not send it through the databases for every state. So even if you are pulled over in Minnesota... as long as it is just something like speeding, they will probably only run your Minnesota license... unless you are saying you still are using that Wisconsin DL? If so, that is a bad idea. They will run that ID for Wisconsin and find you have an unpaid ticket. I don't know that they'd arrest you though. They may just have your car towed and tell you you can't be driving. I would recommend getting a DL in Minnesota since you are there. (And don't use your Wisconsin ID to get it either) Then, even if you go back to Wisconsin and get pulled over for speeding, they will likely only run your DL for Minnesota and find it clean. I can't guarantee this works, I've just heard people in passing say they've done it and gotten away with it. I also know, at least in some states, that if a ticket goes unpaid for 7 years it's forgiven.

  3. yup nowdays states talk to each other and all they have to do is look up in the system database ur driving record and they know if ur suspended or not... they're arrest you and impound ur car and set bail...

When you are issued a license to drive is for the privilege to drive in that state and others states honor those privileges, but there are some states that may tell your state that you have and unpaid summons and you privilege may be suspended in that your state as well, therefore leaving you with no licenses. If Wisconsin is were your licenses was issued the answer is yes, since you don't have license to drive on any state.    

  5. yes.  In most cities they will check with the NCIC data base and find the warrant and arrest you.  Then you go to jail.  After a day or so, they ask Wisconsin if they want you bad enough to extradict.  WI says no, so they let you go.  The warrant, however, stays active and the next time you get stopped in Minn, they do the same thing.  I know a fellow who has done 15 days over the last ten years or so, all on the same out-of-state warrant.
