1)  Email them and ask them.

2)  Try whitepages.com or zabasearch.com

This is the genealogy forum, we're much better at helping people find their dead ancestors...

If they are a minor, you can't.  If they are an adult, it sounds like you are looking for public record information.  Public records does not mean Free records.  You need to go to the county courthouse to get access to public records about that person, but it won't necessarily be free access.  After-all, the staff that store and maintain those records do not work for free.
