  1. Depends,

    If you are IN Canada, the nearest Passport or Immigration Bureau, if you are OUTSIDE of Canada, the nearest canadian consulate or embassy ... and i think in severe or major cases, a british consulate/embassy if there is no canadian consulate/embassy wherever you are.

    As far as reporting it, i am not sure if reporting it to local police does anything. My guess is that they would tell you what I told you above.
