  3. Yes.  The proportions must be within a certain range, or a postage surcharge will apply.  The postal service web site will have all the details.

  4. Yes you can make your own envelopes and you can draw pictures on them too. Just as long as you leave a border around the addresses. There are cards being sent every day in very small envlopes and also in oversized ones. You'll need a standard postage stamp. Postcards have lower postage.  :)

  5. Yes, as long as you put the appropriate amount of postage on it.    Get it weighed at the post office.
