Yes, a basement room can be good protection from severe storms like tornadoes.  However, even that depends on how it is constructed.  The ceiling joists must be able to withstand part of the house collapsing on top, and the structure must be secured to the basement walls so that it can't be pulled up.

    However even if not specially built for storm protection, a small basement room is still very good.


  2. If you are interested in building a room protected from natural calamities the basement is probable a good starting point. How well it is constructed, drainage, etc. will be very important as to how well it will protect you.
