Nope!  I sent my tax forms in March believing that I owed over $3000 to be sent in later on April 15.  I thought it was wrong but I was going overseas immediately.  Returned April 10 and found an error that means they owe me a refund, sent in an amended tax return.  Amended tax returns are handled months after April 15 deadline.  My stimulus check was applied to the $3000 that I did not pay.  Now I am waiting for my refund plus for them to return the $600 stimulus check!  Frequent calls to IRS informs me that my refund and stimulus check should show up in July.

P.S. Don't trust H & R Block.  I was rushed for time and had them do my taxes, they screwed up and told me that I owed taxes. I found the error - not them!   They also screwed up my state taxes too - I found that error too!   They screwed up the amended tax form for that correction - I had to fix that and ended up getting a refund over a month late.

Yes, they certainly will take your stimulus check if you owe money!

They will deduct the amount you owe. You will get the balance amount if any.

The rebate payment is equal the amount of tax liability on the return (tax liability on the return Form 1040 line 46 or Form 1040A line 28) with a minimum amount of $300 and a maximum amount of $600 for individuals.

Yes, you will get the check. But they will not forget what you owe them, and will charge you interest and penalty on it.

No, they will apply it to the amount you owe.

Not unless they missed the debt or just screwed up. They will also come back and ask for the amount and add penalty's and interest even if not your fault. The IRS kept a very small amount of money from my wife last year that wasn't for a tax debt. If you owe any government loan that is outstanding they will send them the money.
