If I owe money to family maintenance do they get my BC Carbon Tax Credit??

I would think the answer is yes. Family maintenance normally would get any credit available. The only exception I've heard of is that they would not get the Child Tax benefit, or the Universal Child Care Benefit, as these are paid so that you can take care of your children.

Other credits (income tax refunds, GST Credits, Working Income Tax benefit) are fair game.

Yes, any money you owe is deducted from any credits you receive.
