For the homeowner's insurance, contact a local independent insurance agent.  They can quote you with several companies.  Then get a quote from one or two captive agents such as State Farm, Allstate, or Farmer's.  Form those you will be able to choose the best deal for you.

For the HELOC, see your bank or credit union.  If you don't have one, I know a loan officer in Texas.  Email her at [e-mail].  She will be able to either help you or recommend someone to you.
