Does depend on heat and humidity, but lets say it's 70 and sunny, and your using latex, it's dry within an hour, and ready for a second coat, but not completely dry for up to 24 hours. Oil based can take a lot longer to dry to the touch, but still 24 hours to fully dry.

heat and humidity will either hasten or slow the drying process. High humidity will slow it a lot.
