If I put a cp high compression piston in my kx 100 will always have to use race fuel?

High-octane pump gas should be fine.  It really depends on how high you are going with the ratio.  You won't really know till you do the engine and try it out.

It would be best to use race fuel.Less pre-ignition,detonation and scavenging.If you want peek performance then use race fuel.If not, at least use premium unleaded

No, but use at least 92 octane pump gas, even if you don't put a hi compression kit in it. But you will never notice any side effects on a 100cc bike. Unless you do alot of coasting down hills, then you might notice some pinging.
