  1. No, a letter of concern is the first step they usually take before they really try to get you in trouble. It doesn't always happen...but it is often the first step. Sometimes, everything will blow over and nothing will be done. If they do decide to continue with administrative actions, they will already have this part out of the way. It is not anything official, like a flag, just a step in the process.
